Sri. M. V. S. Rai
Born on 3.2.1931, agile and active 84-year-old
Mr. MV Subba Rai, has a very long kaleidoscopic career beginning in 1956, and
an illustrious and eventful life. Rooted to the ground, and forthright, he has
a large network of friends and well-wishers who admire his objectivity,
impartiality and honesty. With decades of experience, he has the uncanny
ability to read the pulse of people.
A disciplinarian to the core, he earned
several recognitions in his service, including the Merit Certificate for
outstanding zeal and high quality of service while working in the Census
Department, several cash incentives, Distinguished Service Certificate and
Memento on the Republic Day of 1986 for his service to public with exemplary
devotion to duty.
His wide administrative experience is
evident in his initiative in establishing the Training-cum-Production Centre,
Artificial Limb Manufacturing Unit and Hearing Aid Centre, through which he
demonstrated the competence of handicapped in competing with able-bodied
skilled workers and got placements for the qualified ITI candidates. Earlier,
he established SETVIS Organisation and worked as Chief Executive Officer.
The following are highlights of his career:
1. Spent 4 years among the tribal people in Araku Valley, Visakhapatnam
Dt, from 1956 in the capacity of SEO/BAPRO in Multipurpose Project (Tribal
Block). He again worked as *SEO/BAPRO for five years later on. (*Social
Education Organisation/Block Assist Public Relations Officer)
2. In his 5 years tenure staring from 1960, as Socio-Economic
Investigator in the Census Department, he drafted eight village survey
monographs in Andhra Pradesh.
3. He had an eventful time as Assist Public Relations Officer (Tourism)
in the Regional Tourist Information Bureau, Visakhapatnam in 1970-71.
4. For the next 12 years, he worked in the capacity of Block
Development Officer. During this period he spent two and a half years in Tribal
Development Panchayat Samiti at Seetampeta (Naxalite area), and five years at
other places. His abilities also found him place as Private Secretary for two
years to the Minister for Technical Education and Tribal Welfare, as well as
for two years to the Minister for Special Employment Scheme and Cultural
5. Then on, till the time he superannuated on 28th Feb 1989,
he held several important senior positions. They include, Chief Executive
Officer of SETVIS, Project Economist in Dist. Rural Development Agency,
Visakhapatnam, and Project Officer at Training-cum-Production Centre of AP
Vikalangula Cooperative Corporation, Visakhapatnam.
age, the ever-active Mr. MV Subba Rai worked with Lepakshi Handicrafts Emporium
for three years subsequent to his retirement, and since then has been sharing
his experience and wisdom, and extending his service voluntarily to several
people and organisations at Vizag.
